Android 4.0 ICS (Ice-cream Sandwich) is bugged. The built-in PPTP and L2TP won’t connect. To make VPN work, you will need to install extra software for Cisco IPsec or OpenVPN
Solution 1. Use Cisco IPsec. Search for and VPNC Widget at Google Play (Android Market) and install. Then follow this instruction:

Known issues: your phone needs to be rooted. It may not work on some devices.
Solution 2 Use openVPN mode. Follow this instruction to install and configure FEAT VPN.

Solution 3 Use openVPN solution 2. Go to Google Play to download “openvpn for android” and install. Use our openVPN config generator to generate config files needed by the program.
